The
role of City Council is to make and maintain policies that direct the
present and future operation of the community. It is imperative that
Council knows the policies, ensures that their discussions and decision
making align with those policies, and then communicates a clear mandate
to staff to implement the policies accordingly. City staff are only as
strong and effective as they are enabled and empowered to be.
